Insect

This little creature was on my deck yesterday morning, so I shot this pic before taking care of doing things like getting ready for work. He looks like he has a stinger, so I had to be careful. Are there any insect experts out there? Is this a paper wasp? No, I think that it might be a bald-faced hornet. Check out the pic above my original on my deck. (I am not skilled to move the pics around like I would like.) Is this the same insect? I did read that this insect is really a black and white yellow jacket.
